The Role of the Safety Officer & Head of Stadium Security

To ensure, as far as reasonably practicable, the safety of all spectators, officials, players, performers, staff attending any event held at Brentford Football Club in accordance with the requirements of the Brentford Football Club Event Safety Policy Statement, the Safety Certificate, and any relevant and applicable legislation.

The Safety Officer & Head of Security (SO) is responsible for ensuring that the Club’s Stadium(s) meet the legislation and regulation requirements to enable all activities to take place in a safe and controlled environment. To achieve this the SO will have the full support and cooperation of all Brentford Football Club Board, Directors, and Staff. The SO will establish suitable systems and controls for the safety and security of spectators and all other persons in the stadium, in compliance with the current document “Guide to Safety at Sports Grounds” (also referred to as The Green Guide).

As SO within the club, this individual will be solely responsible for maintaining the governance and safety operation as detailed within the safety certificate, which covers all match fixtures for both sport modes (football and rugby) that are operated at the Gtech Community Stadium. The total fixtures for a season can be between 40 – 50 matchdays.

The SO will report directly to the Operations Director and the Brentford Football Club Board & Directors, working closely with Stadium Operations Team to ensure the safety of all attendees at the stadium.

Main Accountabilities

To ensure full compliance with the current document “Guide to Safety at Sports Grounds” to make sure the below is achieved.

  • Ensure Brentford Football Club is fully compliant with the requirements of the following:

-Stadium Safety Certificate and Event Safety Policy Statement

-Health and Safety at Work legislation

-Safety Legislation (Fire Regulatory Act 2005)

-Equality Act 2010

-All Safety at Sports Grounds legislation

  • Coordinate, monitor and advise upon all Safety and Security matters affecting the stadium.
  • Ensure safety audits are carried out as required
  • Attend all meetings on behalf of Brentford Football Club to discuss any issues relating to the Safety Certificate
  • Maintain an audit trail of appropriate records and documentation to support our Safety Certificate
  • Liaise with the Local Authority, Police, Fire and Ambulance Services and any other body e.g., Safety Advisory Group (SAG) in the relation to the maintenance of our Safety Certificate
  • Produce and keep under review a Stewards manual outlining their duties in both normal and emergency situations
  • Produce an Operations Manual for the stadium in accordance with appropriate Guidelines (including reduced capacity or Behind Closed Doors fixtures)
  • Produce and update Operating procedures for the stadium(s)
  • Produce, maintain, and develop a stewards training plan
  • Ensure training sessions on emergency planning are held on an annual basis
  • Provide leadership to the crowd safety and stewarding team on event days
  • Ensure that Brentford Football Club, its staff, and supply partners are fully compliant with current legislation, monitoring performance, conducting inspections, reviewing documentation, and implementing changes where necessary
  • Liaise with the Operations Director, Head of Operations and Facilities, Operations team, Facilities Manager and Venue Optimisation Manager and team in the build-up to matches in relation to ticket sales and any other matter as required.
  • Ensure that all stewards, stand managers, supervisors and the Deputy Safety Officer are fully briefed on their duties and what is expected of them during each matchday including all aspects of the matchday operation and emergency evacuation.
  • Ensure that the provision of the Premises licence and licensing laws are always complied with within the stadium, including when handing over the stadium to security (post safety certificate) operation.
  • After each match, complete a debrief and submit via a report to the Operations Director.
  • Creating safety plans that include risk-based assessments and contingency plans dependent on the dynamic risk presented.
  • This role will also be responsible for the preparation of matchday resources and event paperwork before an event as per the safety certificate and in readiness for inspection by the licensing authorities, where appropriate. This is including but is not limited to: -

-Emergency and Contingency Planning

-Match official’s briefing

-Stewards’ deployment plan

-Segregation and seating plan

-Radio call signs

-Prepare a matchday control room log

-Emergency Telephone Lists

-Manage the matchday building systems process for access doors

-Liaison with Police Officers for evidence gathering

-Incident management procedures

  • As Head of Stadium Security, the SO will be responsible for all aspects of security outside matchday to ensure that the site and the operation of the site are secure and serviced to the highest level of performance.
  • The SO will review the Security contract and manage the relationship that this function delivers so that the stadium is secure 24/7, 365 days a year.
  • Provide advice and support to the Operations Director in relation to the provisions of the Gtech Community Stadium, including preparation of required safety documentation and stadium design.

Person Specification

  • NVQ level 4 as a minimum.
  • Strong administrative and organisational skills with the ability to organise others.
  • Excellent communication skills, both written and verbal, with the ability to effectively communicate with people at all levels both internally and externally.
  • Ability to meet tight and demanding deadlines, troubleshooting to resolve challenges as they arise.
  • Strong numeracy and literacy skills
  • Strong people management skills and the ability to manage challenging situations
  • Excellent customer service skills and knowledge
  • Flexible approach to working hours and the ability to work some unsociable hours (including weekends).
  • A genuine team player with a collaborative working style and approach to problem-solving
  • Ability to work calmly under pressure and be adaptable to a fast-paced environment
  • Proficiency in Microsoft Office and data management software.
  • Ability to work with budgets and cost management processes
