Overview

The Premier League Charitable Fund (PLCF) is looking for a Community Programmes Manager to lead PLCF communities work from programme development through to implementation. The right candidate will focus on innovation, insights and impact and ensure best-in-class delivery by the organisations we fund through monitoring and evaluation, support and challenge. You will deliver this within the Premier League community strategy, ensuring that their investment in Premier League Kicks and via the PLPFA Community Fund are delivering results for beneficiaries around the country. You will lead a small team to ensure that safeguarding, equality and inclusion are embedded across all community funded programmes. Your role will involve oversight of grant applications and approvals, relationship management with club community organisations and other external partners, and you will work closely with quality assurance, governance and insights colleagues within the PLCF to ensure programmes and partners meet required standards. You will be responsible for reporting on community programme progress, collating data from delivery partners on a regular basis and producing funder reports. You will oversee significant community programme budgets with sound financial awareness and strong project and programme management skills, as well as a drive to get the best out of the charity’s investment.

Who we are

Established in 2010, the PLCF is one of the biggest sports charities in the world, with an annual budget of around £35m. The independent charity supports Club Community Organisations (CCOs) in delivering high quality projects and evidences its success to key stakeholders.

Aligned with the Premier League Communities strategy, the PLCF aims to create positive and lasting sporting, social, health and education outcomes for a wide range of beneficiaries, especially children and young people. The PLCF team supports and inspires impactful work via 92+ CCOs, including those in the Premier League, English Football League and National League. In turn, their work directly benefits more than 500,000 individuals at thousands of community venues and schools each year.

Our flexi-working system also allows you some variety on your place of work, offering you the chance to work from home on some days each week. Where possible, you will attend the office three days a week. All staff liaise closely with their line manager to manage their time appropriately and according to their work and team requirements.

The role

  • Oversight and delivery, in partnership with the team and club community organisations, of PLCF flagship community programmes including the Premier League PFA Community Fund, Premier League Kicks, the Premier League Changemakers project, and any new or emerging targeted interventions relating to priority areas such as youth violence and gender equality.
  • Support the improvement of grant management processes across PLCF funded community programmes, including programme design, application process, grant documentation, project delivery, monitoring and sustainability.
  • Lead and manage three Programme Executives, and consultants as required, as they develop the programmes and partnerships within their portfolios, including chairing of programme strategic and operational groups, supporting external evaluations and other tasks where necessary.
  • Manage the Community Programmes budget including monitoring grant payments, event budgets and day-to-day central programme budget. Support the development of the 2022-25 funding model in partnership with other budget holders and programme managers.
  • Oversee relevant grant administration, including assessment of grant applications, presentation of funding panels including adequate documentation and ensuring timely production of grant offer letters following panel decisions and that terms and conditions are adhered to.
  • Ensure that day-to-day delivery is effective and of sufficient quality and deemed value for money in accordance with the Programmes’ standards and any other contractual obligations as set out by the PLCF Board and/or funding partners.
  • Build and strengthen effective working relationships with grantees, potential grantees, funders, government agencies, policy groups and other partners and institutions, and help to share good practice and build capability.
  • Work with PLCF colleagues to effectively support with cross-programme elements such as equality, diversity and inclusion (EDI), training, events and social action. With the Community Programmes team taking lead responsibility for EDI and social action.
  • Consult and work closely with the Safeguarding Manager to understand and support the complex safeguarding and risk requirements of the programmes and CCOs’ delivery.
  • Provide strategic direction and support on the Premier League Kicks and PLPFA Community Fund, ensuring that projects brought forward meet the strategic requirements of funders.
  • Work with the Impact and Insight Manager to manage external programme evaluations and review and / or write regular reports on the performance of the programme and individual projects as required for internal and external purpose, including reporting back to PLCF funders.
  • Understand Club Community Organisations and delivery partner capability gaps, inputting into the partner training plan, to ensure delivery partners are equipped with the skills and resources required to deliver programmes.
  • Oversee the development and implementation of programme specific training and “sharing good practice” series of events which are managed by Programme Executives.
  • Working with the Premier League Community and Premier League Communications teams, identify and develop best practice / case studies to showcase impact and support communication strategies.
  • Oversee the delivery of programme events and competitions, working with in-house and external events colleagues to deliver memorable experiences for participants.
  • Support the Head of Quality Assurance and Governance to develop, implement and continually improve consistent systems of quality management to monitor and evaluate the performance and effectiveness of the delivery of programmes under this role’s supervision.
  • Support and inform the PLCF approach to insight, monitoring and evaluation.
  • Use performance monitoring data and information gathered from assessment of project delivery quality, to help inform future funding decisions and recommend actions ranging from recognition of those delivering best practice models, through to the identification of required improvements.
  • Drive forward and champion further development of the PLCF and their funded organisations’ approach to equality, diversity and inclusion.
  • Ensure PLCF is well linked to other initiatives and organisations working in the same fields through participating in a range of relevant external networks.
